We charge you only $25 to write the Transport Canada Operator proficiency Test. This fee includes everything (applicable taxes, Temporary Operator Card, and permanent Pleasure Craft Operator Card). Please note that some testing agents will add a $5 surcharge, for a total cost of $30.

Other course providers charge as much as double our price for the same service. Their cost to produce and mail a Pleasure Craft Operator Card to you is the same as ours, less than $3 per card. If we charge you as little as $25 to write the test, that still leaves us more than $22 per card; easily enough to cover our other overhead and operating costs and provide us with a reasonable profit margin.

We created this web site to provide boaters with the most affordable means possible to get their Pleasure Craft Operator Card. Compare our prices with those of other course providers.

Your Pleasure Craft Operator Card can be damaged by exposure to the elements or to solvents such as gasoline or insect repellent. We charge only $19.95 for duplicate or replacement cards; others charge up to $25.

* If you are unable to provide a proctor to supervise your test, we will provide one free through our network of testing centres and testing agents.
** On-paper tests are supervised and closed book
*** We have to charge more for the proctored on-paper test due to the higher cost to offer this service: Proposed proctors must be vetted and approved, a test kit must be packaged, and paid staff must go to a post office to forward the package to the proctor via registered mail. Staff must also go to the post office a second time to pick up the package when the proctor sends it back with the corrected test (i.e.: we do not make money on proctored tests).

Write The Official On-Paper Test By Mail

To ensure true testing of boating safety knowledge, all Candidates must be supervised while writing their Operator Proficiency Test. If you are not located near one of our Testing Centres, you can write what is called a "proctored" (supervised) on-paper test. To write a proctored on-paper test, we need to be able to send the test by registered mail or courier to somebody (the Proctor) who is not related to the person or persons writing the test by birth or marriage, and who belongs to any of the following professions:

  • Peace officer
  • Justice of the peace
  • Court official
  • Officer of the court
  • Lawyer
  • Clergy person
  • Elected representative
  • Engineer
  • Chartered accountant
  • School principal
  • A person holding a teaching license; or
  • Registered architect
  • Registered Geologist
  • Pharmacist
  • Police officer
  • Firefighter
  • Doctor
  • Nurse
  • Emergency medical technician
  • Or a member of some generally recognized professional organisation promulgating professional standards and a code of ethics.

The information required from the proctor for a correspondence test is:

The above information can be forwarded by the Candidate or by the Proctor via e-mail to support@freecourse.ca.

If the proposed Proctor is accepted, we will explain their duties to them and arrange for them to receive the test materials by registered mail or courier. The cost of a proctored test is $50 (price includes applicable taxes, temporary card, and permanent official Pleasure Craft Operator Card). Fees should be made payable to freecourse.ca and should be forwarded by the proctor to freecourse.ca with the corrected answer sheet.

The test must be completed within a 90-minute time period. After the test is completed, the proctor marks it and then the test, instructions, corrected answer sheet, and correction key are returned to freecourse.ca via registered mail or courier. Upon receipt of the test materials and corrected answer sheet, freecuourse.ca will process the test result and arrange for a permanent Transport Canada PCOC to be sent to the Candidate by first class mail.
